If you get a message like
"Sorry, all activity on this volume set is being halted! Try again later."
then you probably have had the flag for disabling logins set.
This flag is part of the patch process, and is part of the system management for a VistA system. Usually, a system manager has access to the system using programming mode, so it doesn't keep them from performing their work.
To change this flag, the following dialog may be helpful, specifically the line marked in RED : In this example the field's value is NO, but the message typically occurs when the value is YES. It can be changed simply by typing NO when prompted.
