This message is obtained from Wireshark while attempting to get a Windows client to work. If one obtains this message in Wireshark and a WSAE type error while trying to get a client to work it usually means that an iptables rule is wrong on the server. This can mean that the iptables rule for port 9260 is being blocked, sometimes by a reject rule further up the chain of rules. Re-arranging the rules and maybe deleting duplicate reject rules for port 9260 then restart iptables/xinetd can make this work so that a client can login to the VistA server.
