AUTHORIZED TO WRITE MED ORDERS

In File#200 the field AUTHORIZED TO WRITE MED ORDERS (Field#53.1)
provides access to medical personnel to allow them to write med orders for patients.

There is a check that a provider who is is using BCMA has the authority to write med orders
